Allotment Funding Amounts

Designation allotment funds may vary per campus depending on the socioeconomic levels and rural status of a campus. You can view 2023-2024 campus allotment amounts on the TIA Funding Map Webpage. Campus allotment values may change from year to year to reflect current student enrollment.

The ILTexas Local Texas Incentive Allocation (TIA) program utilizes a specific weighting system to evaluate and designate teachers based on their effectiveness and impact on student achievement. This system comprises two primary components: student growth and teacher evaluations. Each component is assigned a distinct weight in the overall assessment, reflecting its importance in determining a teacher’s designation.

Overview: The largest portion of the designation weight—90%—is attributed to student growth. This component measures the progress students make over a period, typically using standardized test scores and other academic metrics.

Impact: By prioritizing student growth, the ILTexas TIA program emphasizes the importance of a teacher's ability to foster substantial academic progress among their students, which is crucial for achieving educational equity and improving overall student outcomes.

Overview: The remaining 10% of the designation weight is assigned to TTESS evaluations. TTESS (Texas Teacher Evaluation and Support System) evaluates teachers based on their instructional practices, classroom management, and professional development.

Criteria: TTESS evaluations involve classroom observations and self-reports, assessing various domains such as lesson planning, instructional delivery, and student engagement. Evaluators use a standardized rubric to ensure consistency and fairness in the assessment process.

Impact: The TTESS component complements the student growth measure by providing a comprehensive view of a teacher’s instructional quality and professional practices, acknowledging that effective teaching extends beyond measurable student progress alone.

Designation Process

Teachers are designated based on a combination of their student growth metrics (90%) and their TTESS evaluation scores (10%). This integrated approach ensures that both the measurable impact on student learning and the quality of teaching practices are considered in determining the teacher’s effectiveness and eligibility for incentives.

Outcome: This weighting system aims to reward teachers who not only demonstrate significant impact on student growth but also maintain high standards of instructional quality. By balancing these two aspects, the ILTexas TIA program promotes a holistic view of effective teaching.

ILTexas Commitment

The weighting system for the ILTexas TIA program reflects a commitment to recognizing and rewarding teachers who excel in driving student achievement while also adhering to high teaching standards. The 90% emphasis on student growth underscores the program's focus on tangible educational outcomes, while the 10% focus on TTESS evaluations ensures that quality teaching practices are also valued in the designation process.

Eligibility Requirements for Designated Teachers Generating an Allotment

To generate funds, teachers with an active designation must remain employed in a teacher role (087 Role ID in PEIMS) as of the last Friday in February and meet the creditable year of service requirement. TEA defines a creditable year of service as employed and compensated by a Texas school system in a teacher role (087 role ID in PEIMS) for at least 90 days at 100% of the day or 180 days at 50-99% of the day, or the equivalent of one semester.

ILTexas’ Local Designation System Spending Plan

For any TIA funds received, International Leadership of Texas will pay 100% (less withholdings) to teachers who earned their designation between the years of 2020 and 2023. For teachers who earn a new or higher designation in 2024 and subsequent years, ILTexas will pay 95% of the generated allotment (less withholdings).

Beginning with the 2024 allotments, ILTexas will reserve 5% to be used to implement our local designation system and help cover general TIA administrative expenses. Designated teachers will be paid in a single lump sum with their August paycheck.

ILTexas’ Retention Policy

Based on ILTexas’ spending plan, we will forward payment to any designated teacher who completes the school year should they resign or retire. Designated teachers will be paid in a single lump sum with their final paycheck.

Designation Certificate
